School closings & delays for Monday, February 23, 2026

BALTIMORE — Much of Maryland is expecting another winter storm to hit Sunday night into Monday morning, meaning schools are already prepping for closures and delays.

While a lot of uncertainty remains about anticipated snowfall amounts, the Eastern Shore is among the most vulnerable areas of this storm track.

Here’s a list of closings so far:

  • Anne Arundel County Public SchoolsAACPS schools will operate virtually on Monday, February 23. Students will engage in real-time virtual instruction with their teachers. Please note that both the start times and length of the virtual learning day have changed to align them with the length of the in-person school day. Schools will begin instruction at 8:30 or 8:45 a.m., as listed on schedules that can be found at  www.aacps.org/studentschedules or www.aacps.org/stayconnected
  • Baltimore City Public Schools – Virtual – Students will follow the virtual learning schedule and class links shared by school leaders and/or teachers. The Central Office will open on time and staff may work remotely. Essential staff to report as scheduled.
  • Baltimore City Gov – Open with a 2-hour delay on Monday, February 23, 2026, with liberal leave in effect for the day, with County offices opening at 10:30 a.m.
    Employees who are authorized to telework may do so with supervisor approval. Emergency and essential employees must report on time.
  • Baltimore County Gov – 2 hrs late – liberal leave in effect
  • Baltimore County Public Library – opening at 1pm
  • Baltimore County Public Schools – Virtual learning on Monday, February 23, 2026. Central and school-based offices will open on time to support schools; employees may shift to telework or request leave with supervisor approval. As a reminder, virtual learning on inclement weather days occurs on a 2-hour delay schedule for students. All activities are canceled. “Essential” employees will report on time for their assigned shift or may request to use leave time.
  • Bowie State University – all classes and office operations will be conducted virtually on February 23, 2026, and the campus will be closed. All campus activities are canceled. Essential personnel should report on time. For more info, visit BowieState.edu/weather.
  • Carroll County Public Schools – 2hr delay with re-evaluation at 7am
  • Caroline County Public Schools – Closed
  • Cecil County Public Schools – Closed with Virtual Instruction
  • Circuit Court for Balimore City – Closed
  • Circuit Court for Balimore County – Closed
  • Chesapeake College – Closed
  • Coppin State University – Closed
  • Friends School of Baltimore – 2hr delay
  • Harford County Public Schools – ClosedEssential personnel should await further instruction.
  • Howard County Public Schools – Closed – With worsening inclement weather conditions and an extended winter weather advisory, following notification of Monday’s two-hour delay, all Howard County public schools and office buildings are now closed Monday, February 23, 2026. Central Offices staff are to work virtually. Emergency employees report as directed by their supervisors.
  • Huber Child Development Center – 2hrs late
  • Johns Hopkins University – Reduced operations – Opening at 10am tomorrow. Additional information will be shared tomorrow morning.
  • Little Arrows Academy – Closed
  • Maryland State Government – The state has declared liberal leave for all counties and Baltimore City from 6:00 a.m. until the end of day shift on February 23, 2026. Additional updates may follow. Non-emergency essential employees who report to the office may use liberal leave between the hours of 6:00 a.m. and the end of day shift upon notification to the employee’s supervisor.Employees who are telework eligible and scheduled to telework, should telework as scheduled unless leave is granted. Emergency essential employees should report as scheduled.​  
  • Morgan State University – Campus is closed – remote operations are in effect
  • Queen Anne’s County Public schools closed –  Code Red is in effect for all employees. Emergency and essential employees must contact their supervisor.
  • Talbot County Public Schools – Virtual Only
  • The Hope Academy – 2 Hrs Late
  • Towson University – Closed with all Monday classes and activities canceled
  • University of Maryland Eastern Shore – closed – will operate remotely
  • Wicomico County Public Schools and Central Offices – Closed
